Default Tail lights

The '04s have a relay, that controls the tail and lic. plate lights. On that truck it's located, in the main electrical box, under the hood. I don't know if yours has the same set-up, or where the relay could be. If you could get a wiring print, library/ dealer that could get you in the right direction. P.S. You may also have more the 1 fuse. Mine has a 50 amp fuse then the relay then a 10 amp for each tail light. Worth a try....
