Well the CV shaft on the Rams are always turning also since they are directly splined to the wheel hub. Manual locking hubs would be the only way to get the CV shaft to stop turning when driving. I have a set of those on my k5 blazer but thats a solid axle, I'm not aware if you cant get manual locking hubs for an independent front suspension, but then again I've never looked.

wow good catch, I got left and right mixed up. When sitting in the truck, the left side CV shaft (driver side) is directly splined into the side gears and the right side CV shaft (passenger side) is free wheeling. I was thinking of it from looking at the truck head on.
