Default Bodywork - Rear arches

Hi all. I have a 2004 1500 RAM which is in pretty good shape. This past summer I noticed two small bubbles on the wheel arces indicating rust. I ground them back, primed and touched up the paint. Job done! However, I noticed several other Rams of about the same vintage, for which this seems quite a serious problem. Many seem to show a LOT of rust along the arc of the wheel arches, so I decided to pop down the plastic guard in the wheel well, thinking that some grease or the like, smeared on the inside would put paid to the advance of the rust. I found that the problem ( and likely the cause ) is what appears to be a box type section apparantly tack welded to the actual skin, seems to allow dirt / wet to build up and then start to penetarate the skin with rust. My question is this; Has anyone arrested this rust problem with a quick method ( I was thinking maybe taking the liner off, drilling some holes in the box section and spraying in waste oil before plugging the drill holes? ) ? With winter fast approaching, I'd love a quick fix to this before it becomes a bigger problem. I love my truck, and plan holding on to it as long as possible. Looking forward to your responses. Thanks!

I'd get some POR-15 for that area. There are also some good spray can rust inhibitors you can use to get into that box section.

The POR 15 is a great product, do everything that is printed on the can
Then i would buy some spray under coating, if the area is hidden & not something that normally seen
old oil will just work until the first rain or snow

I have the same problem. But I think it's past the point of an easy fix. I'm going to end up chipping the paint back to clean metal, chip out all the rust, prime it it, paint it and cover it with a fender flare... Here's a pic of my damage:
