Default Open Vac Port Not Sure What's Missing

Ok so this is actually on my mom's 99' durango 5.9L but figured engine wise you guys could still help me out. She just got the thing and I've been going over it and was about to do a tune up when I noticed this. The open vac port in the pic has suction but I can't figure out where the line would go to if it had a line on it. I haven't looked much into it but that must be EVAP I assume?

You're looking at the EVAP solenoid. One line should be running for the EVAP canister and the other should be the line from the TB.
