Probably one of the most dependable trucks you will ever own as long as it has been maintained. One of my favorite trucks I ever owned was a white regular cab 1991 LE 250 4 speed manual 4x4. Didn't have a whole lot of power and the gear ratios from 2-3 and 3-4 in the 4 speed are a little to wide. Makes for awkward rpm situations when you are towing and need to downshift to pull hills. 4 to 3 usually gives the motor to many RPM unless you are under 50 mph or so. I regularly had 4000lbs of one thing or another in the bed and it still wasn't touching the bump stops. Probably should have hung on to it as a work truck Doy.

Gas mileage is terrible. Expect 8ish. Maybe 10 highway.

Address the usual choke points: Induction, cam, exhaust.

Depending on emissions requirements, you could go from just replacing a clogged-up system to headers and a low-restriction system. Even some cheapo headers flow better than the manifolds of the time.
You can pick up a used Edelbrock Performer intake manifold for cheap online. Hell, go get any 4-bbl 360 cast iron intake. They're dirt cheap and still deliver the goods. In a dyno test on a solid 400hp Mopar smallblock the latest Performer RPM AirGap only managed to out-pull the stocker at above 5000rpm, and at less than 15hp. That's mighty impressive for an OEM stock production-line manifold developed over 40 years ago (by Chrysler and Edelbrock for the 340 Magnum). It changed some over the years, but the roots are there and they still get it done. Back in the 1980's, Bob Lambeck was running 12 seconds in a 360 Duster equipped with the stock intake. On a milder engine, the high rpm advantage wouldn't exist. It's a spreadbore setup, but a cheap adapter makes it able to use a standard square bore carb as well. The cam is a bigger job, and more costly. There are no OEM cheap cam swaps out there for that setup.

Your gas mileage will be measured in GPM(gallons per mile) LOL.

In that case, you definitely want the Edelbrock Performer intake manifold for a 4V carb upgrade. Being a 318 LA, it has small ports, so the 360 LA intake (big ports) will not be the best match. If you can find a 360 LA (not Magnum) roller cam (.410 inch lift), it'd be a helpful over the stock 318 LA cam (.373"/.390" lift). Every little bit helps. A small 4V carb, 500-600 cfm is all you need, will help improve throttle response and mileage. Definitely get a new timing gear set.
