Default Radiator drain not working!!!HELP

First thing, My apologies to the forum admin. I don't now how to navigate this site very well. I think im in the right place now.
Im having issues with the drain on my 06 Ram 1500. The drain valve turns but won't drain. I have a leak at the thermostat housing. I have never seen this type of drain before. It resembles a ball valve design, 1/4 turn to open or close. A 3/8 Allen wrench is required to open or close. Once the drain is in what I beleive to be the drain position, not a drop of coolant comes out. Am i missing a step in this process? Thanks for your assistance in advance

you can always remove one end of the lower rad hose
