Default 1998 fuel system issue

My truck is having an issue. When I start the engine, the rpm's rise up to about 900 and then drop to about 400, back up to 800, down to 400 and then steadies off at about 800.
Also when I'm driving, when I let off the gas, the rpm's dive to like 300 and rise back up, or the truck just stalls out completely.
I'm at a loss here, it's gotta be something within the fuel system. I also did a full tune up two weeks ago.
I am also getting the worst gas mileage I've ever had in this truck.

Anyone? I'm thinking it could be related to the fuel pump regulator. One guy said that in the other dead post.

Start with the fuel pump and work yourself to the front, check it with a fuel pressure gauge if its lower than 45 psi replace the pump, it comes with the fuel pressure regulator, the sender, the pump all in one, if its not that then check to see if intake is leaking by taking a propane torch and putting the head of the unit right over the oil cap filler hole and turn on the propane but dont light if the engine rpm rises then its that, if its not that then it is probably the injectors
