Default Brake Shudder

I have 1998 Dodge Ram 3500 Dually. Took the truck in to the shop last year, because of what I thought was a "Clunk" in the rear end. They opened the rear end, everything was fine.Turns out it was a loose wheel. Two rims needed to be replaced and wheel studs ( both sides had studs replaced). Picked up the truck, applied brakes when turning into my driveway, then had very bad brake shudder. Returned to shop, they checked front and back brakes, everything looked good, they went as far as turning the back drums. Problem persisted, then I found out I had a puncture in one of the rear Duallys, repaired with big improvement, however it has returned, I even replaced the rear shoes. Could this be an ABS problem?
