Default ABS Help

I have a 2001 Ram slt extra Laramie and the ABS and Brake light are stuck on so i cant pass emissions now. while the compressor or ABS pumo, whatever it is keeps running. I unplugged it to stop it form running but the tach and spedo work and, the brakes are fine and
the fluid checks out. Does anyone have suggestions, the dealer said it would cost $700 and i read a forum about a 2001 2500 ram with the same problem and it said something about replacing the CAB, im not sure if that's the same for the 1500 but if it is where should i get the part and how much will this cost me you think.

I think i forgot to say mine is a 1500 5.9 liter motor
