Default Discolored Chrome Wheels

Two of the chrome wheels on my '12 Ram 1500 have discoloration between the spoke and wheel rim connection. Only 3000 miles on it. It is a brownish color, like the chrome did not cover well there. These are the chromed plastic covered steel wheels. It is less noticeable when just cleaned, but a little dust brings it right out. The service guys have said brake dust etc, just wipe it off. They have finally agreed to replace the two wheels, after my persistence. Anyone else have this problem?
