Default Unknown wire thru firewall bypassing grommet

When removing my dash to replace the A/C evaporator core, I noticed a blue wire coiled up with no connector (single wire with a clipped end) near the power block at the Left foot well area. This wire enters the truck thru the firewall at a grommet (I believe for the hood release) yet does not go thru the grommet but bypasses the grommet (against the metal firewall). Under the hood this wire is incorporated into the wire loom and is covered in the corrugated tubing cover. Do not know where this wire goes.

I bought this truck new; don't understand what this wire may be or why it would not be in its own grommet thru the firewall.

One theory is at may be for a future trailer brake system...not sure.

Lone Star edition with towing package; perhaps this was a dealer installation? Any ideas? Thank you!
