Default MPGs!!! Please help!

Alright Im new and am looking to find the best way to mod my truck for mileage. I am getting 15-16 mpg right now.

Also today I was told to cut out the back cat and weld in new pipe. Combine this with a K@n free flow air filter. The guy told me he was getting 21 MPG with his 2004 ram. Is this a good idea? I would hate to break any rules!

What have you guys down? Recommend?

Please help and thanks for the assistance in advance!!!

Alright so I Dont know jack about cars. But by cat back I meant he said to actually cut the back cat converter out.
