Default Rmp surging while driving

So for I guess almost a year now my 2010 ram 5.7 has had this weird surging issue. For example going down the road about 55mph or so I let off the Gashelf and get back on the gas the rpms surge up and down continuously until I let of the gas again. Now I've been told it's the torque converter locking and unlocking but this is a brand-new transmission and my edge insight does not show my torque converter locking and unlocking during the surging. I've change the spark plugs. I am running a tuner on the truck have been for a while, would that have something to do with it? Any help would be awesome

Are you sure it is not the cylinder deactivation engaging and disengaging?

Tuners can do all kinds of weird things

According to the tuner the Mds is turned off and the edge insight I have shows that it's always a v8
