Default Tailgate Wont Open

I recently inherited my grandfathers 1986 Ram D150 and I can not get the tailgate open. I'm thinking that a part is missing because the handle is not attached to two rods that come from each side of the tailgate. I have also tried pulling on the two rods in every direction, I cant seem to get it open. Any help on what part I might be missing or other alternatives to open the tailgate would help. Thanks.

Both rods have to be pulled inward towards the center. It may help to push the tailgate forward to take tension off the latches and then try pulling them towards each other.
