Default Power outlet is not hot

I own a 2012 Dodge Ram 2500 mega cab and a 2012 Dodge Ram 1500. The mega cab, I can have my cell phone charger plugged in and it has continuous power even if the truck is off. No issues. However, the 1500, I do not remember if it was the same when I first purchased it. As of current, the 1500 does not have power to the power outlet in the center console by the shifter if the truck is off. It does have power while the truck is on, and if the key is turned to ACC. I checked the fuses under the hood and everything checks good. Does anyone have any ideas on why the 1500's power outlet in the center console is not hot while the vehicle is off. I compared the fuse boxes and they are identical, so is the fuse placement. I see where I can switch or move the M6 fuse. I relocated or moved the fuse to the opposite placement, nothing changed. The power outlet that I am referring to is the cigarette lighter. I would greatly appreciate any help or info.

What does your owners manual say? If swapping fuses didn't help then I would think power oulet has been rewired in the 1500's.
Any good tech's at the dealer you could talk to?
Anybody out there got a wiring schematic???

i think my 1500 quad cab only has 1 thats on all the time pretty sure its the one inside the center console but i could be wrong i know there is one someplace.. the one outside by the shifter is not the caps pretty much tell you picture of a key or pic of a battery on it

My 2500 stayed hot, maybe because Dodge felt with 2 batteries it was fine. My 13 1500 all graphically shows Keyed and none stay on.

On my 1500 QC, the 12v power outlet at the shifter is only hot when the key (fob) is ON/RUN or in the ACC position.

The 12v outlet under the lid of the center console is always hot...meaning even when the key (fob) is not present.

That button is to activate the 12v>>110V inverter power outlet only.

I don't have one under the center console in my sport, I thought I did, but it is a USB.
