Default Changed spark plugs and still poor mileage

I changed the plugs on my hemi and I'm still gettin 12.3 on the interstate and it won't stay at 70mph I. 5th gear it stays in 4 th to keep at 70

It stays in 4th to keep the rpm up? Or it stays in fourth because it's stuck in stupid (limp in mode)? Sounds more like a tranny issue than an engine issue. Could be getting poor mileage because with it staying in fourth, it's not going in to OD allowing the RPMs to come down. Higher RPMs need more gas which equals poorer mileage.

It will go into OD but it bogs out and goes back to 4th

I'd take it to Autozone and have them plug it in and check for codes. It sounds like the engine is down on power and not able to pull 5th gear. There are so many things it could be its tough to say. Have you checked the air filter, fuel filter and other maintance items like that.

It has no codes and all filters are changed except fuel cause I can't find it and I changed plugs new air sensor and I ordered a new Pcv valve btw the truck has 100k

Yes, there are a ton of different things it could be. Change your PCV valve and your EGR. They are both relatively inexpensive. Again, check for vacuum leaks and see how it does.
