it's an actual fine line of the plastidip but for whatever reason, it's stubborn as hell coming off. i thought it was a line of dirt at first but one i started working at it, i realized it wanted to stay put

Try hitting it with a clay bar, should work. I drove across fresh road paint and didn't notice it for over a week. I tried everything and finally had success with the clay bar.
