Default AC Problem

I have a 2009 Ram 1500. Ac has had issues. Replaced the evaporator a year ago. Replaced the fan motor yesterday, and just before that brought it to dealer for the AC recall on the reprogram of the actuators. They said they did the reprogram and checked all actuators. Problem is when I changed the blower motor(I did not change the resistor) I get no change in air velocity or air temperature when swithing from recirculated to outside air. The light does comes on for recirculated air but I cannot feel any difference through the vents between the recirculated and outside air. All the controls work, ie temperature changes, fan speeds change, vent controls all appear to be working. I also get no noticeable change when I turn the control to max air vs just above max air. Its liveable, blows hard and cold but somethings not right. Any help appreciated. Thanks
