Default what is this part called

93 W350
anyone know what this part is called, and what it is for. It looks like the "flasher can" for the signals, but it is about half the diameter and 1.5 times the length, has 3 male blade connections on the bottom, and connects directly into a wire connection underneath the dash next to the column. Just wondering if it has anything to do with the voltage issues I am having. The reason I is I found that it is constantly hot, even when the truck is off and has not run for a while. After running for a bit it does get even hotter. Any Ideas...

So there are 3 fuse/relays for the flashers, I know there are two on the fuse block, never seen the one by itself just hanging from a wire connection. Just wanted to verify it wasn't for something else..

i think it is a timer. i am not sure exactly what it is for but i think i have heard mention of it on diesel truck forum

so turns out that this is the engine start delay timer relay, reason for the interest is that my battery dies every 3ish days if left sitting. I followed the draw in the fuse box to the inst. panel/dome light circuit, but everything checked out good there, I then tried disconnecting this relay, (caught my attention due to it constently being hot), with the relay connected and truck off, keys out if ignition it was pulling .3 amps, without this relay connected the draw was only .02 amps. I have not verified it yet due to the part is on order and will not be here till tomorrow, but will update after a few days with new part installed.
