I use my cruise when towing all the time. I have the 8 speed with 3.92 gears and have never had any problems like that. I have tried going tow/haule on and off and i found that with the it off the truck has a much harder time finding the best gear it need to be in. With it on it was smooth as glass. my trailer is about 4k.

I just got back from a long trip. No towing but 4 people plus luggage - loaded pretty good. Truck did exact same thing - would slow down on hills up to 5 mph before it shifted down and would regain the speed. Was driving me nuts as passing was a pain - slowing down and eventually speeding up. Also the same thing on the downside of a hill only picking up to much speed. I assume it was to conserve fuel by delaying downshifts. I solved it by pushing the shifter sideways and shifted down to 5th gear. I did this as soon as I noticed the truck slowing and then back into 6th as I neared the top of a hill. Truck kept it's speed and I didn't need to touch the gas or brake and deactivate the cruise.
First vehicle I ever owned that had such a large range of mph before downshifting so I just did it myself.
