Default Fuel Smell, Fuel pours out filler

Hey, guys Im just looking for a start point here and what is happening on my 04 Dodge 5.7 SLT. After driving and letting my truck sit for a while I can smell raw fuel from around the tank area and cant pinpoint it. I have replaced filler tube, fuel pump and seal, small tube on the filler neck. And still have raw fuel smell. On top of the fuel smell I do have trouble starting my truck after letting it sit after atleast 45min-1hr so because the fuel psi is bleeding off but not into the cylinders but back to the tank. So I am believing the issue is somewhere around the tank. Last thing to replace is the Evap canister, hoses and NLVD/purge solenoid. Maybe someone can give me some direction here what else to look at.
Lastly when filling up at a pump where the nozzle has the rubber ring around it the gas likes to pour out like a burp effect, but does not do this if the gas nozzle does not have the rubber ring around it.

Default Found Leak on check valve, can it be replaced?

So I finally by luck found where the fuel smell was coming from, its the check valve as shown in the picture, can it be replaced or is this a whole tank replacement?
