Well, not really a Dodge thing as best I recall:
Pretty sure the double hash marks showed up a long time back in Le Mans to denote Rookie status on drivers (like neon yellow number plaques in other race divisions), except I though they used the bumper rather than the fender.
GM swapped over to using them on their 'Grand Sport' edition corvettes and anniversary editions, and their LeMans team also used them in black to pay homage to a crew member that passed away in a recent champion effort.
You see them all over on camaroes (camaros? Camari?) for special editions and on the new vette models again recently.
Not sure why the Challengers suddenly showed up with them, except the above mentioned new Dodge branding, although they look bad ass, so why not?
