Default Silencer ring removal?

I have 1996 Dodge 2500 Cummins 5.9l and am looking to make it sound a little better.

I have heard removing the silencer ring can make it whistle a lot more.

Will removing the silencer ring on the turbo hurt the bushings?

Removing the silencer ring will definitely give you a lot more turbo whistle. I believe on your truck it's just clamped on so it's easy to get off and possible to put it back on if you want to. It shouldn't hurt anything inside the turbo at all, it's mainly just for sound and I've read that it does help with air flow slightly. Although I haven't heard of anyone reporting any power loss when taking them off. So I wouldn't worry about that.

There is a grove that a circlip sits in. You have to remove that (I'd use a pick or flat head screw driver) and then the ring should be free to come out.
