With a 295 wide tire I would recommend sticking with a 9" wide rim to avoid having the tire look stretched. You could run anywhere from a +12 offset to -12 offset depending on how far out you want the tire to stick. With only being leveled you'll probably want to stick with the 295/60/20's. You could probably run the 295/65/20's on a 20x9 +12 offset but you may have rubbing near full lock. Plus they'll look pretty stuffed in the wheel well.

OK, here's my question: I'm thinking about going with 285/75R17 on my stock wheels for my 2013 2500 Cummins Mega Cab 4x4. Would I need a level or would they fit? What, if any, issues should I anticipate?

They should fit no problem with no issues at all. The only thing that will be off is your speedo/odometer

If anyone is curious.. I managed to put 305/55/20 Toyo open country AT 2 extremes (33x12.5x20) on my factory rims with only a 2.5 leveling kit, used 1/4 spacers and have no rubbing issues at all.. after reading all the forums on the topic I decided to pull the trigger on that setup and im so glad I did, looks great!
