Default Spare Tire Winch Issue

I was working on the brakes on my new 99 1500. I dropped the spare to allow more room while working on the back axle lines. I was shocked to find the winch was in really good shape. So here is the problem. When I lifted the tire back in it made it most of the way up. It was little off center so it's tight against the frame rail but not centered. Once everything was up tight I heard a something fall. Then the rod started to free wheel. I think the cotter pin either broke of fell out. Anyone have any advice besides cutting the cable to get the tire down? If I could get to the shaft on the winch I think the tire will come down and allow me to replace the pin.

I don't think I can get to the bolts with the tire in the way. It's not completely secured against the bottom of the bed but I don't know how much room is there. I need to take a closer look when it's not so cold outside. I didn't know if anyone has removed the extension sleeve and been able to get on the shaft with a socket or something.

how I have done it in the past was smack the heck out of the spare tire with a sledge hammer to get the tire to move back to center and free up, then I was able to get to the shaft easier, but I also think afterwords I deflated the tire and used the jack to squeeze the tire up to the frame as much as possible so I could then take the cable out of the rim.

I like that idea hadn't thought about freeing up by deflating the tire. Sounds like it's time to get the sledge out and see what I can get done.
