Default 2002 high beam issues

I haven't been able to put my HIDs in yet that have been sitting in their boxes for a couple months, so since then I have installed normal bulbs in my headlights. I went to use my high beams and noticed that when I would turn them on they are not bright at all, there about the same brightness as the normal output is or even a little less. Now if I hold the lever (don't know what it's called) back for the high beams its the high beam output, but I do not want to have to sit there and hold the lever back just for that. What can cause this? Or how do I fix better yet?

If you have to hold your multi function lever, then I would say it's malfunctioning and needs to be replaced.

Any idea how hard to replace?

Edit: I also noticed yesterday when putting high beams on so its locked on, it does get a little brighter, but when I hold back lever it's even brighter.

I'm thinking that's because when your high beams are engaged (locked) your low beams and fogs turn off.

How to replace it? Here is a link to download a manual.
