Question Radio wont turn off!

I have a 1999 dodge ram 1500 ST. Today, for some reason, my radio (pioneer) wont turn off no matter what position the key is in. Even if I take the key out, it stays on. I have been hearing a weird crackling sound from the left of the steering wheel(where my controls are for my headlights are). It has been crackling almost every time I turn the truck off, it almost sounds like the electricity in there is arcing. I have installed a Nitrous Tach and the headlight wire. It connected to the wire in the headlight control hat turns on the lights when the switch is engaged. Anyone know why my radio wont turn off?
Also, another wiring problem. I had a problem with my aftermarket tach fluttering. I sanded off all the paint from where it was grounded. That seemed to solve the issue except now it flutters when it gets up to 2000 rpms. Is that because of a cheap tach or is a wire done wrong??

I'd say you are having trouble with a relay. Contacts are welded together and won't let go!! I don't understand....."I have installed a Nitrous Tach and the headlight wire." ???

O that was a typo. I ment to say that I installed the tach and the headlight wire it is connected to is the wire in the headlight control..
how would I fix welded wires?

start pulling relays,one at a time, with the truck off and radio playing until you find the bad one. change that one with a different one of the same amp rating. try to figure which relay is bad.
