Default Electrical? Help

I just got this 04 ram, as is, and there seems to be some issues with the dash and other areas. My speedometer jumps, even when vehicle is not running. Between 10 to 15 mph, but when break is pressed it moves to 20 to 25 mph, this is all happening while in park, speedometer work while moving. Also sometime abs and parking brake light come on, chime will sound and they come on, even if on when started will hear chime sometime along the way. Also the low washer and the check engine light stay on always. Now after a few weeks my gas gauge will fall to empty will running. And one more thing the wipers act funny while on intermediate, maybe will work right the maybe wipe two or thee times continuous without pause. Other than that i love the truck, hope someone can help.
