Unhappy 2002 1500 Air wont blow cold unless driving.

So I had this issue when I first bought the truck. My air wont blow cold unless I am moving. Which wasnt an issue when I was in college and living in a small town, but now I am living in a metroplex area which has quite a bit of traffic! So having to wear nicer clothes and sit in traffic while my air blows cold is a bit annoying.

What could the issue be? I replaced the blower fan a few years ago. Could it be that this has gone out again? Also when i start to drive after sitting for awhile my engine makes an odd whining noise coming from the front driver side of the engine which generally goes away after I hit about 20mph.

With R134 systems you have to have air moving over the condenser in order to provide COLD air. When not moving the air will become COOL but not COLD due to no forced air..
As fas the noise????

You might want to take a look at your engine fan.

I also had the same problem. I cut out the OEM fan and mounted a electric fan from advance and it much colder than it ever has been. 89 bucks for OEM fan. I payed like 30 for the small electric fan.

I had the same issue on my 02 1500 and found a blown fuse for the condenser fan motor.
