Default Power Issues

Need some tech advice. I have a 1996 Dodge 3500 12v cummins. The problem is I loose power after driving a few miles down the road. When this happens I can pull over shut the motor off start again and it performs as if nothing happened until I get a few miles down the road and the power starts fading again. I can repeat the process continually. Its as if shutting it off resets something and it fades with the miles until it is reset by shutting the motor off. I have been tinkering with it and yesterday I test drove it and when it lost power the motor stalled while driving so I shift to neutral restarted this time it also "reset" and the power was back. So, the "reset" is almost instantaneous. I have had power fades before and the issue was almost always fuel filter, so it has new fuel filter. I checked the Haynes Repair Manual which led me to fuel pressure (is Chiltons better because I have noticed some issues with this manual?). So, I checked pressure specs and changed the overflow valve which did not fix the problem. I am thinking that it can not be something mechanical because I don't believe mechanical can be "reset"! I have not found anthing in the book about sensors. At this time I am leaning towards wastegate actuator. Any help is greatly appreciated.
