Default Defroster not working in a 98 RAM 1500

I am new to the forum so hope this is the proper place to ask this question. Let me know if not. I have a Dodge 98 RAM 1500 4x4 with 5.9L. It runs well and we use it foir ppulling a large horse trailer so it gets a good workout there. Lately the defroster has not been working. The AC, heat and fans speeds all work. Get air out of the floor vents & dash vents properly. It's just when you switch it to defroster the air only comes out the dash vents. I checked a few other sites and seen things about vacumm probelms but don't think that is it as from what i have read the lack of vaccumm causes the air not to come out the floor and dash vents. Seems like a safety issue so when you don't have vaccumm I think the the air is supposed to come out the defroster. I also checked the vaccumm where it comes off the intake for this and the cruise control and it seems ok. Cruise works to so that makes me think the vaccumm is alright. Any ideas?
