Default in-dash distribution block(fuse block)

My illum fuse socket on the block has a short. I can see it arcing. I need to find out how to get to and pull the fuse block. Or, if there is a way to fix it through the access panel, without removing the block, that would be good. I'm having a tough time finding anything on the web that is helpful. Where is a good source for wiring diagrams on the web?

You might not be able to find one on the web, people want $$$$ these days. Your best bet is to go to the parts store and get the service manual.
