You would be correct, this is an ORACLE SMD Halo Kit that you install into your existing headlights.

Here is my project. I have an 06 with the big amber running light at the bottom of the headlights, which I hate so I have bought a set of 07s waiting to be blacked out with rings and the led amber led strip. Will this set up work? If so how much more for the amber leds?

Yep, same thing I did with my 2006. The Amber SMD strips are $199 a pair.

How is the brightness when compared to the CCFLs? If I am right the LEDs are sturdier than the CCFLs with out the need for the extra power pack?

Correct, these are much brighter than CCFL (many people use a dimmer because they are so bright). It is a 4 layer PCB so you would have a tough time breaking it (very sturdy) and these wire directly into any 12V power source (no inverter needed).
