Are you getting your "recommended" pressures from the sidewall of your tires? Running pressures that high will cause a rough ride and will wear out the center of your tires prematurely.

Once brake rotors get hot spots, turning them will do no good. As soon as those spots get hotter than the rest of the rotor, they swell up, causing a vibration during braking. You may need to replace the rotors.

Yeah, you should reconsider your tire pressure choices. That seems way too high. What do you mean at 40 psi your tires seem 'wishy-wahy'? I would consider lowering them instead of increasing them.
