the torque converter is what transfers energy from your engine to your transmission. If you're familiar with manual transmissions, the torque converter basically does for an automatic transmission what a clutch does for a manual transmission.
The stall speed is the engine speed where the torque converter will "hook up" or start transferring power to the transmission. If you're below the stall speed (i.e. when you're sitting at a red light, not revving the engine) there won't be very much power going to the transmission. That's what allows you to stop and not stall the engine.
Changing the torque converter by itself will have exactly 0 effect on the amount of horsepower your engine is making. If you plan on modifying your engine a lot and putting out lots more power than stock, you might want to look at getting a new torque converter that can handle the increase in power. Make sure to talk to a transmission guru before buying a torque converter though- if you get one with a stall speed that is too high, it'll be useless on the street (or if you got one that is way, way too high, it might be useless anywhere, even on the track)
