I have noticed this for years on chrysler vehicles. The top clear coat layer has always been smooth, so sanding won't change anything.

it's not just dodge. i work at a body shop and i have to do prework checks on every car that i get into the shop to "tear down" and fix frame or structural damage. it is oh to common these days to have a car with less than 3000 miles have orange peel and light scratches all over (can really be seen on black and dark colors). I really grinds my gears cause when the damage is done and we go to deliver the car to the customer they all of a sudden see the scraches and orange peel cause the repaired area is better looking than the rest of the car and in turn i have to turn into the A hole that messed up the finish on the rest of the car (when in fact the car was a turd long before the damage)

my 2009 dodge ram SLT has major orange peel, its sunburst orange so it really stands out, i'm not worried about what happens to the paint, when it gets scratched & chipped enough, i get a proper paint job, same color & put a plastic film from 3M on it

You can try wet sanding it . 2000 grit , then buff it up . But make sure you don't sand through the clear coat .

I have some pretty bad on my cab roof and a spot or two on the bed. Most of the truck has been repainted after being keyed and to upgrade some panels. My F-350 has it on a quarter panel and the box, so I don't think it's just Chrysler.

I highly recommend using a medium clay bar first, if you've never done wet sanding before. You can seriously screw things up with wetsanding if you're inexperienced. Check the post above for the instructions and details on using a clay bar.
