You can move up in grit in stages until finally wet sanding with 1000 grit, this should give you a nice smooth finish on the headlights. It will take some time/work to do it, but you'll be happy with the result.

Hitting it with different grit paper would work. Remember to do surrounding area as well. You dont want to leave a valley or something in your light. 60 to 800 or even a 1000 grit would bring it out to a good smooth finish. I have used up to 800 on my truck for the stripes and shes smooth. Im going to go to 1000 to get it good for clear coat. This isnt lights i know but im sure if you use grits in stages it should be fine. BTW if have a couple small deep scratches on my one front lights and the VHT she stays in there leaving a line. Just thought id let you know.
