The mating surfaces need to be clean and smooth when you install the gasket and pump. There's no way what you've posted will seal.

I used a putty knife to scrape the most of it off and finished it off with a heavy duty green kitchen scrubby it is as clean as i can posably get it. "I did this after the pictures" I Got a new pump so it is clean but do i put the sealant on both sides of the gasket or just the water pump side?

Both sides....but don't get carried away with it. A single small continuous bead and let the installation squash the sealant into position. When done, you should see a small amount of sealant squeeze out all the way around.
Emphasis on -
Make sure it's clean, with no bumps from previous sealant/gasket
Make sure it's dry, even the slightest moisture reduces your chances of success
Make sure the sealant is continuous....no breaks. Where it starts/ends, let it overlap slightly. And apply as a bead; don't 'paint' it on.
Finally, too much sealant can get into the cooling system and raise havoc, so don't be over zealous.

Good luck!

I don't use any type of RTV sealant. I use Mopar or Permatex spray on gasket sealer according to the directions and I never have a problem. You can't overdo it with this stuff.
