Default A/C Condenser Fan won't work (new fan motor)

I've replaced both the relay and the condenser fan. It turns out that the fuse block has a short in it preventing the condenser fan from kicking on. The maintenance shop wants $500 to replace the fuse block but I don't want to drop more money into it. I've heard that I can just use a jumper wire but not sure how to do it....any ideas? Thanks!

Depending on how mechanically inclined you are and how bad the fuse box is , you may be better off going to a junk yard and getting the pieces you need . It's not a terrible job to do .

The condenser fan relay is 39. Since the fan will not turn on (it is a brand new fan) and the mechanic told me there was a short in my fuse block, I assume that the short is affecting relay terminal 39. He unofficial told me I could jumper the the short instead of spending the $500 but didn't tell me how to do it. I'm trying to trade the truck in and don't want to drop more money into it then I have to. Is there anyway to take the fuse block apart and fix the short? I'm not sure if it is meant to come apart but I willing to try it. Thanks!

Sorry, I meant it is relay 70 that controls the A/C Condenser Fan.

I was referring to the actual terminal numbers on the relay itself. Terminal 85 should be hot with the key on and 86 is controlled by the PCM to supply a ground and close the relay contacts. Terminal 30 should also be hot with the key on and power will flow out of terminal 87 to the fan with the relay contacts closed.
