the chrome clad wheels are just that
chromed plastic that is bonded to the metal
they are NOT hubcaps
its a permanent part of the wheel

Well, if the new ones chip as easy as the ones on my 03, good luck with them! One of the things Dodge got right on my CSRT4 is that the rims aren't clad. They are actually polished, then clearcoated.

Hmm, just caught this. What does the OP mean by cleaning BEHIND the wheel cover. could he in fact have some kind of hubcaps??

They're not hubcaps or wheel covers. It just appears they are. I thought the same thing when I first discovered them. I wasn't happy about them, but oh well. Just waiting for tires to need replacement.
