Default I need help with rocker arms

I am trying to put my rocker arms back on but there is a 1/4 gap between the rocker arm and where the bolt locations are. I put them back in the same way they came out but now im starting to wonder if I could have got them mixed up. Is the gap normal or should the rocker arm fit flush on the head where it bolts on. Thanks for your help.

It might be my imagination but it looks like the gap is bigger towards the front of the head #1 then the rear. The pushrod by the #1 looks like it is sticking out further. If im right then whats the fix. I also tried the rocker arm that I labeled intake on the exhaust side and the pushrods didnt line up with the rocker arms so it looks like there is no way you can get them mixed up. Thanks.

OK I took the first exhaust push rod out and put the rocker arm on and it fits flush so what do I do to get the push rod to go down? Why is it not going down as far as the rest of them. Do I need to turn the motor over a little? Thanks for your help.

Thanks for the info. So I have everything in the right place now I just need to know if I can turn the engine over slightly to get the first exhaust push rod to go down far enough so the rocker arm will fit flush on the head. I think the cam might have moved when I filled the cylinder with air to change the broken spring. Thanks again for your help.

Ok I got it bolted in but I dont know the correct torque spec. My book says 106 in lbs for rocker rail bolts and 16 ft lbs for rocker bolts. I only have rocker arm bolts so is 106 in lbs really enough? I put more than that just getting them snug.
