Default coolant line question

Hey just have a question, 2 actually. First is has anyone come across or has an heater installed on there coolant line like this:

It doesnt affect anything really the previous owner just says it runs warmer in the summer time. Im sure it will be nice in the winter time for heating it up. Just curious if theres any point to it?

And second question is this the front sway bar bushing? The rubber is ripped and squeeks when the shock compress's so im assuming it needs to be replaced

The point of the heater is just like you said. Noce to have in the winter. Judging by the looks of the end links, it's time for new ones.
