Default Headlight Housing

I was looking at my low beam headlight and noticed the center Reflector inside the headlight covers about 2/3 of my HID Bulb.

Does anyone know why this is? Because it seems to me if we trimmed the reflector and removed about 1" of the sides we would having higher light output.
