The chip probably has a lot to do with it as it is tied into a lot of the sensors and manipulates them to change the fueling of the engine I would disconnect it all together and see what happens. It's possible that it is over fueling at idle because of a false reading.
i believe you are correct. I have read that some of the quad chips have the high idle feature, and I would bet that is what is malfunctioning. pull the main fuse to it and see if it happens again.
