According to my knowledge, VA can apply their laws to out of state vehicles. The main ones I am aware of are window tint and exhaust.

Enforcement Note : Tint law may technically be applied to out-of-state registered cars. There is HB 1563 which would make the law apply to VA registered cars only. The bill did not pass. VA State Police opinion on out-of-state cars with tint that does not comply with VA law.

iRESQu is right. My SRT-8 is registered in TX (as will my Ram as soon as I get a chance to get back there on leave) and everytime I get pulled over either for my tint being too dark or just on a checkpoint, I just show my driver's license, military ID, a copy of the TX state law stating that my expired license is still valid since I'm in the Army, my concealed handgun license (you have to in TX, but I've been finding out you don't have to show it when being pulled over in GA), and my insurance. 99.9% of the time the police officer just looks at all of that, asks me if I have my weapon (which I normally don't) and leaves me alone.

If you are in the military then the state that you are stationed at really can't do anything to you in terms of emissions or tint or anything like that if your vehicle is within compliance to your state's laws.

I am pretty sure the law is written where if you operate your vehicle in a given state, that vehicle must be legal in the state in which you are operating it...regardless of the state it is registered in. I doubt most troopers bother, but if you piss them off by being an ass, then I could see where he "could" write you for being in violation..regardless if it holds up in court, it would cost you time to fight it. I have a friend who moved to Cali and has 5% window tint on her Mustang but Illinois plates, they dont bother her at all

I bet that no one gets a ticket if the are from another State or Country, UNLESS they have so many violations, that it is almost impossible to over look them
in most cases the worst that they would do would be to give you a Warning, either verbal or written

As i said, having a vehicle impounded vary rarely happens, even for a vehicle that is registered within the state where the violations occurred

I drove all over Ontario Canada without driving lights for close to week & the police just looked at me like i was a dumb Yankee

You can't be a dumb yankee GTyankee!. We're only from the N.E.! Lol I grew up in VT and live in TN. You can't imagine the ribbing I get from my friends! Any way, I have a friend that was pulled over in Tn for window tint being to dark and they made him take it off right then and there. No ticket, but. I personally think he was bored.

Being a firefighter in PA i had a Blue/White federal signal Vector (V-Bar) on my truck, went down and stayed in Virginia for a week and drove around everyday without a problem. I believe the troopers down there run blue lights as well. I KNOW multiple officers saw me. (EX: sitting at a light there was a LEO behind me). No warnings or a word said, but obviously they were off and i wasnt acting stupid. I figure the most they would make me do was the old duct tape and bag trick. I considered getting spare amber colored lenses for out of state ventures but until something is said to me i am hard pressed to spend $20 X7 for new lenses for that bar...

The short answer here is yes, your vehicle must comply with the laws of the jurisdiction you choose to operate it in, with certain exemptions of course. For example, the front and rear plate debate....if your vehicle complies with the state in which it is registered (assuming you are a resident and it is legally registered there) then there is nothing law enforcement can do. I live in NC where only one plate is required but when I drive into VA where two are required, I'm still in compliance. Other things though, like window tint, loud exhaust, slick tires, lighting, etc. must comply with the laws of wherever you are. Obviously, it really depends on how gung-ho the officer is in these things but I would say MOST of the time if you politely explain that you are from out of town/state/country you probably won't get a ticket for those types of violations.

Tlauden, it's funny how different agencies use different colors. Here in NC any vehicle running any type of blue light is a law enforcement vehicle of some kind. Red is for fire/EMS/rescue. I think the EMS and rescue also run some orange lights.

Ya tell me about it, I forget what state i was traveling through but a fire truck came up behind me with red/blue. I just found that odd looking, around here all fire apparatus id red/white with some Amber rear facing

In Iowa Fire trucks run red&blue, EMS/LEO runs red, blue, and white, fire personal vehicles are blue, and EMS personal vehicles are white.
