Default Fuel Filter

Hey guys. This will probably be a simple question. 94 cummings 2500, leaking diesel. Drained fuel from old fuel filter with water release valve. Replaced filter. Truck will not start. I'm sure i'm missing some step in priming the fuel system or something? If I push the valve on the new filter fuel will come out so I know fuel has gotten that far.

Turn the key to the on position, then to the off position, and do that a few times to allow the fuel pump to cycle. After 5-6 times of cycling the pump, it should start...

....or loosen the bleed bolt on top of the housing (where the fuel filter attaches), then press the black rubber fuel priming button (next to the bleed bolt) until no more air comes out (only fuel)...
