Well if it were me , I would wash the wheels and tires real good . Looks like you have some shiny stuff on the tires . I'm sure it's on the wheels also . That will hinder the primer and paint from sticking . Prep sol the wheels to remove any other contaminants . Scuff the wheels down with some sand paper , knock the shine off . Tape off the wheels , prime and let dry . Take a good look and make sure the prime job looks good . They spray the color on . At this point let it dry real well . It's up to you , I would throw a couple of coats of clear on them also .

Just a couple of things to add to what Tom said. Use 320-400 grit sandpaper anything courser will leave scratch marks. One product I've used with pretty good luck is Dupli-color, it's a lacquer which is a pretty forgiven paint. Just one thing be sure and shake the can and make sure the rattler works, they seem to have a problem with that.

I'd also like to recommend using an self-etching primer. I know it's a coated wheel, however, after sanding it, you'll want to make sure you have as much adhesion as possible, so the self-etching primer will make a great addition to the adhesion. Duplicolor makes a good one, and combine it with either their regular auto paint (which is laquer based) or you can use their enamel wheel paint, which will give you a harder coating.

I have heard i do not need to use primer i can just wash, sand, wash, rubbing alcohol, paint (a few coats), and clear coat?

deffinately use primer if you want the paint to last. everything they have said so far is exactly correct. as for keeping paint off the tires. put sheets of news paper between wheel and tire and/or playing cards work great too. then after painting you can clearcoat or not. whatever your decision is. BTW what color are you doing?

If it were me doing it I would take the tires off and the weights to really get it done perfect. You want to make sure you get everything so it looks good. Especially that the rims are chrome and you want to go black. Definitely use a primer on the wheels to make the paint last longer.

You want to really scuff them up first to allow the primer to hold better. Then after a couple coats of primer spray a couple coats of color. If you want them to shine then go with a few coats of clear coat. The more clear you go the glossier it will be and also the more protection you will have.
