Default Side step bolt problem

I have dodge sidesteps that come loose once and a while but this time the bolt is tight but there is play it it that rattles so much that anybody who rides in my truck says : wow your front end needs work" but I know my front end is tight and this step is rattling. I do not understand how they even put these things on. Seems like they would have to access the inside of that to get at, or put in a nut and washer or something. I just do not know.

Please see photo's

Any help would be appreciated.
Thanks in advance

Looks like the bolt worked loose and then seized from rust. You're probably going to have to cut off the bolt and remove the step and bracket to fix it.

The bolt backs off fine, it does not tighten up all the way leaving about 1/8 inch of play. What is behind that panel where the nut is and how would a guy get in there?

You don't get in there. Try taking the step of fhte brackets and pull down on the loose bracket while tightening it up and see if that fixes it.
