Yes, you can go with a lower stat. No, the PCm doesn't need any programming. The dash has to come out to access the blend door. I'd try a back flush and stat before I went after the blend door unless you know for a fact there's a problem with it.

If it were a blend door issue would that not affect the AC also which is blowing cold?

when you get into the rad system and when filled back up does the system need to be bleed or anything?

No, don't go that low with the start or you'll set a rationality code in the PCM. Stick with 185F or above.

Did these 01's come with the orange dexcool in them? Mine has it, that orange colored stuff. Should i stick with it or go green?

You'll need to obtain and install a flush kit from a parts store. Stick with the original type coolant.
