Default performance,mpg,and sound

2008 Hemi ram. What is the best direction to take for performance,mpg,and sound without having to get a second mortgage. I saw a Diablo kit on ebay for $162 used, but I read that it sometimes handcuffs to the first vehicle and it's expensive to unhandcuff it. Maybe best to buy new?
Whats the best route for cold air intake?
Whats the best route for exhaust?

Yes, you need to be cautious because the tuners are tied to the vehicle until the programming is returned to factory, and resetting back to original. If not you have to pay to have it reset. Costing you almost as much as a new tuner. I think any good CAI will work fine. On the exhaust side there are plenty of good ones, but the best cost$$$.

Not the handheld it is the owner that needs to program it back to stock so it can get used on another PCM.
Buying used is fine as long as you ask the right questions and get a feel if the response are true or not. Its hard to really tell if the seller returned it to stock or not unless he has a picture or video of doing it. Good feedback and or reputation may help too.

Beware and Be-aware.

There are plenty of threads for you to read regarding your CAI and Exhaust question.
